11th instant respecting the probable effect of the
f
proposed Trade Marks Convention with Japan on Hong-
kong, and suggesting that as the question is one of
great difficulty, the matter might be informally
discussed at a Conference composed of representatives
of this Department, of the Board of Trade and of the
Colonial Office, and that Sir F. Lugard, who is now
in England, should attend the meetings in order to
explain the views of the mercantile community of
Hongkong.
Sir E. Grey concurs in this suggestion and pro-
poses to depute Mr. Crowe, the Commercial Attaché to
His Majesty's Embassy at Tokio, who is now in this
country and who is thoroughly cognizant with the
